XmlValidator converts String contents to platform default encoding, causes data corruption.

This is a known issue in SwitchYard, described and fixed in SWITCHYARD-2000.  (This issue is 'resolved' and already part of SwitchYard 2.0).

We'd like to backport this to FSW 6.0 for a customer case, please.

A review of the associated pull requests shows this is a very modest change (2 files, one line change in each.)
