Pulp has already fixed this issue in the 2.5-releases, but the fix isn't present in 2.6.0. Satellite needs to cherry pick this PR [0] into the composes. The original Pulp issue is BZ 1179463.

Since this issue was entered in Red Hat Bugzilla, the release flag has been
set to ? to ensure that it is properly evaluated for this release.

Actually this is not an issue in 2.6.0. I'm closing this bug. Sat6 should not encounter this issue.
