Description of problem:

straw buckets behave badly when weights are 0, or when weights are duplicated.

Steps to Reproduce:
1. bucket with mix of non-zero and zero weight items
2. change a 0 weight item to .001

Actual results:

lots of data moves

little data moves

Needs to be shipped in an async errata ASAP.

This does not need an async update.  It can go in 1.2.4 (whenever that may be).

This might be one of those tickets which doesn't need to be so explicit given we will be rebasing on Hammer and bringing this - and a bunch of other things - in en masse.

I'd like to keep this targeted at 1.2.4 for now. Neil's right; for the 1.3 version, Bug 1210037 ("rebase ceph to 0.94") will take care of this.

We'll take in in as part of the RHCS 1.2 rebase to Ceph v0.80.11 (bz 1271774)

The fix is for users to upgrade to RHCeph 1.3.
