I noticed the change of ticket release versions.  Is there an update in process for EPEL 6 (EL6) as well?

The EPEL6 branch currently doesn't build[1].

Yep, appears the build is checking for systemd and failing on that (makes sense since EL6 doesn't have systemd, still init.d).

Package strongswan-5.3.2-1.el6:
* should fix your issue,
* was pushed to the Fedora EPEL 6 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=epel-testing strongswan-5.3.2-1.el6'
as soon as you are able to.
