Doc Text:	Cause: User tries to standby/unstandby node or remove constraints from pcsd gui running on machine outside of cluster. Consequence: Standby/unstandby does nothing. Removing constraint fails. Fix: Correct handling of requests from pcsd gui running on machine outside of cluster. Result: Standby/unstandby in pcsd gui standby/unstandby node. Removing constrains removes constraints.
