It would be helpful to have a utility that can read in repodata XML and write out the corresponding sqlite files. This would be used for repos where the XML was generated without the sqlite and we want to add the sqlite after the fact. Please include the --local-sqlite option to generate the files in /tmp and then move them at the end.
