I have a customer that has delete there default rates cards and would like to understand how they can be recovered.

Tim, in (Terminal) Console, run: ChargebackRate.seed 

It will restore defaults for both Compute and Storage default rates if they are missing.

Verified in 5.6.0.13.

Verified the following:
1)Unassigned rates can be deleted.
2)Assigned rates cannot be deleted.
