There isn't any change to upstream netcf that doesn't absolutely need to be in the next version of RHEL (and those that aren't essential are trivial), and it's much easier to deal with it in the limited available time if it can simply be rebased rather than dealing with all the extra administravia of backporting the patches. A rebase will also minimize the risk of regression due to backporting of security and other fixes, and be another guarantee that it is tracking along with libvirt (which will also be rebased for 7.2)
