The same problem here, "403 Forbidden" for SRPM and RPM URL.
https://github.com/jgrahamc/httpdiff does not provided any source code. It has only one file in golang, i.e. httpdiff.go, which has to build. It is self standing project without any devel subpackage. Is it used as a runtime dependency of Hugo?
