From the build log https://kojipkgs.fedoraproject.org//packages/emacs/24.4/5.fc23/data/logs/x86_64/build.log: [...] checking sys/acl.h usability... no checking sys/acl.h presence... no checking for sys/acl.h... no configure: WARNING: libacl development library was not found or not usable. configure: WARNING: emacs will be built without ACL support. [...] Does Emacs use access control lists? no [...] Emacs builds with ACL support if libacl-devel is available. So for reproducible builds ACL support should be enabled by adding the BR or explicitly disabled if ACL support is undesirable. This 'git am'able patch enables it, let me know if you'd like me to push and build this for devel.
