A problem with cloned constraints for OpenStack Networking caused RHEL OpenStack Platform deployments to fail. This update corrects the cloned constraints. Deployments now complete successfully.

Steps to reproduce:
1. install rhel-osp-installer.
2. Attempt to deploy HAneutron+vxlan



Result:
The deployment fails.
Looking at the puppet reports see the following error:
/Stage[main]/Quickstack::Pacemaker::Neutron/Quickstack::Pacemaker::Constraint::Base[neutron-ovs-to-netns-cleanup-constr]/Pacemaker::Constraint::Base[neutron-ovs-to-netns-cleanup-constr]/Exec[Creating order constraint neutron-ovs-to-netns-cleanup-constr]/returns

change from notrun to 0 failed: /usr/sbin/pcs constraint order start neutron-ovs-cleanup then start neutron-netns-cleanup returned 1 instead of one of [0]

There were no failed pcs resources.
Nevertheless, ran pcs resource cleanup on all controllers, re-ran the puppet on the node where the error was reported. The issue persisted.

The reported issue doesn't reproduce.
