It will fixed with the bug 1208125. CreateBrick will be disabled if there is a device with lock symbol selected.

When any device with lock symbol is selected the create brick button is not available any more. Moreover in the Create Brick window only those devices which was selected are shown.

oVirt 3.6.0 has been released on November 4th, 2015 and should fix this issue.
If problems still persist, please open a new BZ and reference this one.
