Running non privileged operations (such as search, info, provides) as a non privileged user causes the metadata to be re-downloaded, even if an up to date metadata downloaded when dnf was ran as root (or by the makecache timer) is already present.

Ideally, dnf should re-use metadata if it was downloaded by the root user, instead of re-downloading it as the user. This will save time and bandwidth.
