Description of problem:

The control action search result page has Add and cancel buttons.The search lists actions that have already been added.So,it doesn't make sense to have these buttons.

Steps to Reproduce:
1.From Control->Explorer->Actions,add an action. 
2.Any subsequent search on Control actions gives a result page with Add and cancel buttons.


Actual results:
---------------
Control action search result page has Add and Cancel buttons.


Expected results:
----------------
Control action search result page shouldn't have Add and Cancel buttons.

I can't reproduce the bug on master.
