Description of problem:

we changed recently the way, how static files are compressed.

They are will be compressed at httpd start time.

Please make sure 
COMPRESS_OFFLINE = True
is set in 
/usr/share/openstack-dashboard/openstack_dashboard/settings.py

This was set twice:
# grep "COMPRESS_OFFLINE = True" /usr/share/openstack-dashboard/openstack_dashboard/settings.py
COMPRESS_OFFLINE = True
COMPRESS_OFFLINE = True

Though this is probably working correctly though.
