    lib/util: Include DEBUG macro in internal header files before samba_util.h

It will fix warnings in sssd which are caused by ordering of samba header files with other files.

It can be done together with updating new release 4.2.1.

* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing samba-4.2.1-2.fc22'
