Description of problem:
As of now when ever a brick in the dispersed volume goes down the volume is shown as partially available where as the volume is fully available.

Dispersed volume should be shown down only when the no of bricks which goes down is more than the redundancy count.

How reproducible:
Always.

Steps to Reproduce:
1. Create an dispersed / distribute dispersed volumes from CLI.
2. Now bring one of the brick down in the dispersed volume.
3. 

Actual results:
When one brick in the volume goes down , volume is shown as partially available in the dashboard tab.

Expected results:
Volume should be shown down only when no of bricks which goes down is more than the redundancy count.
