Only the file /usr/share/heat/heat-dist.conf is included in the
package openstack-heat-common. 

The file /etc/heat/heat.conf is not
included in the package and /usr/share/heat/heat-dist.conf is not
really complete.

Can you please add the file generated with tox -egenconfig
(https://github.com/openstack/heat/blob/master/etc/heat/README-heat.conf.txt)
to openstack-heat-common?

This is similar to Bug #1212900, which is the same issue with cinder

In rpm-master we'll test generating sample conf during rpm build and for RDO Kilo GA I'll include manually generated confs as Source.

Looks like this one was generated on master, I've included sample generated on stable/kilo.
