Description of problem:
If you choose to create a Checkbox group and then decide against it,
the Cancel button doesn't do anything. There are only 2 ways to change
the bebop state to get back to the main controls view: go back to the
content section and navigate back to the item, or add a checkbox group
and then delete it.

Steps to Reproduce:
1. Create a new Form
2. Go to 'Controls' Authoring step.
3. Choose Add new Checkbox Group and click Create
4. Click Cancel.
    

Actual Results:  Nothing happens

Expected Results:  Display should reset to top level authoring step view.
