[RFE] Add Guru Meditation Report Functionality to all Openstack services

3. What is the nature and description of the request? 
Guru meditation reports [1][2][3] were added to Nova during the Icehouse release and have proven useful when debugging various issues for GSS. If possible it would be useful to enable other long running Openstack services to be able to generate these reports.

4. Why does the customer need this? (List the business requirements here)  
To be able to review the current state (configuration, threads etc) of a long running Openstack service.

5. How would the customer like to achieve this? (List the functional requirements here)
As with Nova, allow a USR1 signal to be sent to the service, starting the collection of a report that can be dumped to stderr etc.
 
6. For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.

RHEL OSP 8 / 9.
