Description of problem:
As of Fedora 21 Anaconda has a hard requirement of a url line to point to the install tree. koji needs to learn to add teh install repo to the kickstart as a url line https://github.com/rhinstaller/pykickstart/blob/master/docs/kickstart-docs.rst#url has the details of trh url lines requirements.


This prevents us from doing anything but scratch builds for images in Fedora as we have to inject the url line before we upload the kickstart

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.

(As we did not run this process for some time, it could affect also pre-Fedora 23 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 23 End Of Life. Thank you.)
