While this log message does appear one time (not twice) upon fleecing a RHOS VM, the smart state analysis does complete and the data for the VM is updated depending upon what information is available in the image from which the VM (instance) was built (for instance I just built a new instance and fleeced it and the security information - users and groups - was updated, in addition to the "last analyzed date"). I do believe this is a bug that should be investigated, but I do not think this is a BLOCKER bug.
For the VM, I see packages and users but not files.
