1. Catalogs - Orchestration templates - Select any template and "configuration" - copy this template
2. Remove the parameters section from the template and save .
3. Validation error message is shown. Now click cancel and see exception

Second point from the reproducing procedure:

    "Remove the parameters section from the template"

What is meant by removing the parameter section here? Removing the template
name? The description? The template content?

What CFME build is showing this behavior? (I believe this problem has been
fixed a while ago).
