Description of problem:
High-availability will be disabled in HC flow to avoid fencing a brick. This is unless we can add a check to make sure all bricks on host are part of a working replica 3 set.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Should this be changed to fence only when gluster quorum is met for HC clusters?
