Description of problem:
When I try to upgrade the system and the transaction fails for any reason, the downloaded packages are deleted, and on the next try, it downloads them again.

F22

How reproducible:
Always

Steps to Reproduce:
1. Make sure the transaction fails (e.g. I used Chrome repo with no key)
2. After failure, restart the transaction
3. 

Actual results:
It will download the packages again

Expected results:
The downloaded files from the first try should not be deleted, so they can be used in the retry.
