Description of problem:
When there are no hosts available in the cluster, user should not be allowed to click on the widgets. 

When user clicks on vol,hosts it takes to the respective tabs where it does not make sense when there are no hosts in the cluster.

How reproducible:
Always

Steps to Reproduce:
1. Have a cluster with out any host.
2. Now click on the Dashboard tab and select the cluster which does not have any hosts associated to it.
3. Now click on volumes / hosts tab.

Actual results:
It takes the users to the volumes/hosts tab.

Expected results:
It should not take user to the volumes /hosts tab since there are no hosts in the cluster.

It may be a landing page to add hosts if required
