This shouldn't be shipped in RHEL 7.2.

libupower is a thin D-Bus helper, on top of the upowerd daemon. You cannot run 2 daemons at the same time, you cannot use the old libupower against the new upowerd.

Then why it was requested for RHEL 7.2?

FYI, compat-libupower-glib1 provides just older library. I guess it's just for compatibility reasons.

compat-libupower-glib1 = 0.9.20-1.el7
compat-libupower-glib1(x86-64) = 0.9.20-1.el7

I don't know who requested it, and I don't know why. I know that the library won't work.
