Another user experienced a similar problem:

Installing all 4 kde-connect packages 
opening the port range 1714-1764 both in UPD as in TCP 
system settings reports: Did not receive a reply. Possible causes include: the remote app

after giving : sudo systemctl stop firewalld.service

Another user experienced a similar problem:

/usr/libexec/kdeconnectd crashes every startup. It never worked since I upgraded to Fedora 22

It worked for me after installing those packages:
dnf install qca-qt5-*

At least, it doesn't crash
So it seems it needs one of those:
 qca-qt5-botan       
 qca-qt5-cyrus-sasl  
 qca-qt5-devel       
 qca-qt5-gcrypt      
 qca-qt5-gnupg       
 qca-qt5-logger      
 qca-qt5-nss         
 qca-qt5-ossl        
 qca-qt5-pkcs11      
 qca-qt5-softstore 

Probably it's  qca-qt5-ossl according to the source:
