Description of problem:
When user tries to schedule a snapshot and selects a timezone, the date and time does not get updated accordingly instead it always shows the local time.

Steps to Reproduce:
1. Create a volume in console and click on snapshot->New
2. Now click on the schedule tab and select a different time zone.

Date and time does not get updated according to the time zone selected.

Expected results:
Date and time should be updated according to the time zone selected.
