Populate the URL field with a link to metacpan.org.

The attached patch causes the generated spec file's URL field to be populated with a link to https://metacpan.org/ rather than http://search.cpan.org/.

The metacpan.org website is open source and actively developed.

I've submitted this patch upstream (https://sourceforge.net/p/cpanspec/patches/4/), but upstream appears to be dead.

Hi, thanks for the patch but I still haven't changed my mind and won't apply it.  See bug 905112#c5.
