Description of problem:

dnf-1.0.0-1.fc22.noarch

While upgrading the system, hitting ^C while packages are being downloaded, all the downloaded packages are removed, and the next upgrade process re-downloads everything.

This behaviour is a departure from yum, and also some previous versions of dnf where this did not happen.

Preserving the downloaded packages in the cache is helpful so that bandwidth is saved.  If the change was made to save on disk space, a successful upgrade could run 'dnf clean packages' as the last step.
