Description of problem:
python-manilaclient is missing from kilo RDO repository

How reproducible:
Easily. Pull down Kilo RDO release RPM, generate answer file with Manila=y, and puppet fails i

Steps to Reproduce:
1. Follow Quickstart steps to install packstack for Kilo
2. Generate answers file
3. Set CONFIG_MANILA_INSTALL=y
4. Run packstack referring to edited answers file. 

Actual results:

Applying Puppet manifests                         [ ERROR ]

ERROR : Error appeared during Puppet run: 192.168.114.214_osclient.pp
Error: Execution of '/usr/bin/yum -d 0 -e 0 -y list python-manilaclient' returned 1: Error: No matching Packages to list

Expected results:
Successful packstack run

The RPMS are there and packstack successfully completes an AIO install. Thanks for the fast turnaround!
