instack-undercloud:  After rebooting the undercloud node, not able to interact with the undercloud.

Environment:
instack-undercloud-0.0.0-post1739.el7.centos.noarch
instack-0.0.6-post6.el7.centos.noarch


Steps to reproduce:
Simply reboot the undercloud node after verifying that you're able to interact with the undercloud.
After the reboot, login and source the stackrc file. Run "ironic node-list"

Result:
Unable to establish connection to http://192.0.2.1:5000/v2.0/tokens

The following services are enabled on boot and fail to start:
openstack-ironic-discoverd.service
openstack-nova-api.service
openstack-nova-consoleauth.service
openstack-nova-scheduler.service

Expected result:
Should be able to interact with the undercloud.

This may be a duplicate of bug 1216243, on reboot a running os-collect-config may be overwriting your working undercloud config
