Description of problem:

If downloading one file fails with an "All mirror were tried" message with DNF, you'd have to re-download all the other files when you try to run "dnf update" again. See the command log below.

Steps to Reproduce:
1. dnf update -y
2. Download of one file fails with "All mirrors were tried"
3. dnf update -y


Actual results:
1. Download of one file fails with "All mirrors were tried"

2. Running "dnf udpate" again, re-downloads all files.

Expected results:
DNF saving successfully downloaded files to a local cache
