Description of problem:
ovirt engine update fails when default cluster is deleted.

Version-Release number of selected component (if applicable):
ovirt-engine-3.6.0-0.0.master.20150429182702.git939c2e8.el6.noarch

How reproducible:
Always

Steps to Reproduce:
1. Delete the default cluster from the ovirt engine.
2. create a new cluster and add hosts to it.
3. Now try updating ovirt-engine by running the command yum update , followed by engine-setup.

Actual results:
engine setup fails.

Expected results:
Engine setup should not fail.
