Description of problem:

We need to document how customers and the community can install and configure rdo-manager on rhel-7 and the rdo-kilo yum repositories only.

Required additions atm..
* How to get RHEL yum repo content w/o openstack repos
* How to setup the dib yum repo
* possibly disable gpg checking on rdo-kilo (or fix)
* Everything else should work

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
