Description of problem:
The DD code allows for libraries and binaries to be packed in a RPM as long as it "Provides: installer-enhancement = 19.0" (the 19.0 is hardcoded in the anaconda source code *sigh*).  However the files do not retain their mode when they are extracted and the files extracted to the binary directories are not executable.

1. Boot RHEL7.1 install media with DD ISO (attachment) available
2. Clt-Alt-F2 to console
3. Try to run kpatch

Actual results:
bash: /usr/sbin/kpatch: Permission denied

kpatch usage message

Retested with anaconda-21.48.22.47-1.el7 using the dd iso from comment 2. It was possible to execute /usr/sbin/kpatch.

Moving to VERIFIED.
