I'd recommend using ATLAS on ARM since it's way more stable. I don't have access to any ARM platform so that I could try out building and if OpenBLAS works. Not having the package is IMHO better than shipping a broken one, since AFAIK Fedora ARM can run on platforms where OpenBLAS isn't supported.

You can run any test/code in the RPM %check phase and iterate by using scratch builds. I am also ready to run any test code for you. AFAIK armv7hl is built with the vfpv3-d16 support, so it should work (according to readme), so I would give it a try in rawhide :)
