How reproducible:
100%

Steps to Reproduce:
1.Create a role having access to configure->mysetting,task and configuration->Accesscontrol in the product feature tree 
2.create group using above role
3.create user with the above group 
4.Login and navigate to configure->configuration
5.click on any user

Actual results:
spinner rotates continuously and no user details displayed. see attached screenshot
