Description of problem: Service quota validation method should skip heat stacks to avoid errors.

Can you please provide verification steps?
Hi Aziza, 1. Create a service item for an Orchestration template. 2. Provision service. Before: You will get an error in the automation.log that says 'get_option' in undefined. After: The undefined error does not occur. Thanks, Tina
