Description of problem:
Not sure if this was already reported, but I cannot see it in possible duplicates so I am filing it.

Version-Release number of selected component (if applicable):
5.4.0.1

How reproducible:
always

Steps to Reproduce:
1. Go to Services / Catalogs
2. Try creating catalog, catalog item or whatever

Actual results:
Configuration button is not present therefore you can do nothing.

Expected results:
Configuration button present.
