Description of problem:
The script we use to deploy the overcloud, /bin/instack-deploy-overcloud, expects there to be a file with nodes descriptions called instackenv.json. This file was used to register nodes to ironic, and there is no guarantee that it will not be deleted or will not be found under a different name. Since the nodes are registered in ironic, we should use ironic as the only source of reliable data.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
