Description of problem:
running: "systemctl start network" without NetworkManager installed
fails for non-wireless interfaces because is_wireless_device()
in /etc/sysconfig/network-scripts/network-functions
doesn't return a correct answer for non-wireless interfaces.
This is because iwconfig seems to return "Not connected."
instead of "no wireless extensions" for non-wireless interfaces.

This applies to 7.0 and 7.1

How reproducible:
always

Steps to Reproduce:
1) disable NetworkManager
2) disable network
3) define a non-wireless interface with ifcfg-* that has a fixed IP_ADDR
4) reboot
5) start network manually

Actual results:
creating the non-wireless interface fails

Expected results:
the non-wireless is created

Additional info:
The included patch works with the new iwconfig return for a non-wireless
interface while still supporting the older return

This actually breaks ifup on vlans.
p5p1 is a ethernet device and p5p1.200 is the vlan on top of it:
