This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle. Changing version to '23'. I just hit what looks like the same thing going 22->23 where it showed the conflict.
Rex, you changed a symlink to a directory, which is not allowed. The problem is that changing it back will in turn break things for those who already have -4, I'm afraid. :-(
I thought it was the other direction that was problematic, ie, replacing a dir with a symlink
