It looks like the FF application looses focus so the scroll event is not propagated to FF. Does it help if you click at the web page and then try the mouse scroll? Instead of the minimizing/maximizing FF window.
Sorry, I can not reproduce the bug. May be last updates fixed something? Yesterday I worked with FF about four hours and had no problems. Sorry for the noise.

I'm experiencing this bug. I'm on Fedora 22 KDE spin. Occasionally, when I switch to a different application and then switch back to Firefox, the scroll wheel stops working. If I minimize and then maximize Firefox, it starts working again. My system has the latest updates. I'll try to notice the exact conditions to reproduce the bug. Right now it seems to me that it happens randomly on switching applications.
On my systems this bug resurrected and lives again :) P.S. bug 1228938 seems duplicate of this bug
I've figured out a way to reproduce the bug: whenever I switch virtual desktops, when I return to the virtual desktop where Firefox is, the bug happens. I need to select a different application first or minimize/maximize Firefox for the scroll wheel to work again.
Why is this still closed? It's always reproducible for me.
