I am experiencing similar problem in UI. If the Role is added to a Plan and it isn't assigned to any Flavor (we don't want to deploy that role) Tuskar adds the Role into the template anyway with empty Flavor value, causing the template validation to fail.

With current puddle Tuskar seems to be assigning the 'baremetal' flavor to the roles by default. I hit the same error while trying to deploy via CLI with manual nodes tagging. In order to get the deployment run I had to create the baremetal flavor. This bug is against a Version which has reached End of Life. If it's still present in supported release (http://releases.openstack.org), please update Version and reopen. |

Cinder flavor is not a "must" to deploy the overcloud. Please see attached log.
