Description of problem:
Currently import template doesn't allow making template public (allowed to be used by everyone) like its possible to do when creating new template.

it would be nice to have a checkbox allowing that during the import process,
instead a following, manual, step.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

We won't have the capacity to implement this, and it doesn't seem to be a desirable feature
