Description of problem:
By default, only the EvmRole-super_administrator has privileges to use the "Infrastructure / Configuration Management" views (with some exceptions). 

Additionally, the following roles have access to "Infrastructure / Configuration Management / Configuration Management Access Rules", but not to the "Accordions" view at the same level. I'm not sure what the "Configuration Management Access Rules" view is, but removing the "Accordions" view at that level removes "Configuration Management" as a destination under the "Infrastructure" top-level navigation menu.

5.4.0.4

Actual results:
Access to "Infrastructure / Configuration Management" is granted to only than the super administrator, which seems inconsistent with other views.

Expected results:
"Infrastructure / Configuration Management" is available to more roles than only the super admin.

Additional info:
Roles that have access to the "Configuration Management Access Rules" view are:
EvmRole-desktop
EvmRole-operator
EvmRole-user_self_service
EvmRole-vm_user

Some questions that might help me make more sense of this:
Should "Infrastructure / Configuration Management" be usable by more roles than only the superadmin?
Should it not be usable at all?
Should roles with access to "Configuration Management Access Rules" also have access to "Accordions"?
How can I check that access to "Configuration Management Access Rules" is granted/disallowed?
