Description of problem:
Full screen report view misses the paginate options

Version-Release number of selected component (if applicable):
3.2 BETA & FF 38.0.1 (but it doesn't work either in Maxton)

How reproducible:
Create a report with a lot of rows and try to view it in full screen.

Steps to Reproduce:
1. Queue a report with a lot of rows (VM Guest UUID)
2. View it
3. View it in full screen

Actual results:
In full screen mode, the paginate options are missing, so you can only see a few rows.

Expected results:
Paginate options are shown, or a vertical scroll bar to see all the rows.
