Description of problem:
You cannot select "Tag" as an element of a report to be based on.

Version-Release number of selected component (if applicable):
3.2

How reproducible:
Try to create a report to see all the elements tagged with some custom tag.

Steps to Reproduce:
1. Cloud intelligence -> Reports
2. Create a new one
3. Try to select "tags" in the "*Base the report on" field

Actual results:
Tag is not shown

Expected results:
Tag is shown and available.

The idea will be to have a report of all the elements tagged with some custom tag.

I.e.-

This bug has been open for more than a year and is assigned to an older release of CloudForms. 

If you would like to keep this Bugzilla open and if the issue is still present in the latest version of the product, please file a new Bugzilla which will be added and assigned to the latest release of CloudForms.
